Individual-equity perpetual futures can begin trading on qualifying US venues, CFTC Chairman Michael Selig said on 3 November. The venues must be designated contract markets that are also notice-registered with the SEC as national securities exchanges for security futures products.
The contracts were deemed approved under Commission Regulation 40.3 as security futures products under the Commodity Futures Modernization Act of 2000. They remain subject to the Commodity Exchange Act, federal securities laws and both agencies’ regulatory frameworks. The statement does not name a universal retail-account entitlement or approve every offshore perpetual product.
Selig frames the development as bringing products into regulated US markets for risk management and price discovery. He links it to the agencies’ March 2026 memorandum and the May approval of a bitcoin perpetual contract. Those are background milestones; the November event concerns individual equities, with product-specific listing and customer rules still relevant.
